One way to look at the Bill Ryan / Kerry Cassidy phenomenon is "
controlled opposition". By attracting opponents and convincing them to join an organization that is actually controlled by the bad guys, but pretends to be fighting against the bad guys, the opposition is effectively corralled and controlled.
