Dear General Winfield,


Ann Mills-Griffiths suggests that I may have been led in the wrong direction
by being referred to the OSD PR, and that perhaps you could help me get back
on the correct track.  What can DPMO do to help me?

Here is a brief summary of the latest developments:

On December 6, the Office of Personnel and Readiness (OSD PR) informed me
that they did not get any information from you, General Winfield.  You had
emailed me earlier that you had forwarded to them my information packet and
my website address.  Have you been able to determine what happened to my
information packet?

On December 17, Fred E. Vollrath, SES OSD PR, informed me that they are not
the department to deal with my situation, that it falls under the Secretary
of the Air Force.

With regard to the Secretary of the Air Force, Gordon O. Tanner, SAF/GC,
informed me in late November that the compensation I am requesting "would not
be an appropriate expenditure under any of the authorities available to the
Department of the Air Force, including 10 USC 127."  My attorney came to the
opposite conclusion in his prior legal analysis (shown here -->

waiting to hear Mr. Tanner's explanation of why a fair and proper
compensation would not be an appropriate expenditure given that legal
analysis.
